The purpose of this article is to investigate the inequality of Rawai sea gypsies in Phuket Province. I expect to induce the people concern about the inequality of marginal people, which will lead to. Understanding of marginalization, knowledge as well as the tool to reduce the inequality, and bring in appropriate solutions for fairness. The Rawai sea gypsiesโ€™s community is apparently a food – gathering society with a belief in cultural ecology. Their ways of life rely on fi sheries along Andaman coastal areas on the basis of โ€œNo sea for food, No land to liveโ€. As the sea and the islands have now been established as a marine protected area by the natural conservationโ€™s law, their conventional ways of life are challenged due to the food insecurity problem. Despite the loose settlement of their ancestors, the sea gypsies are struggling for housing and land ownership. The root of these problems are caused by cultural and spatial inequalities since the sea gypsies are sea wandderers. They gather their food for a living on a daily basis and do not necessarily want to settle down permanently in the form of township. This ideology causes three aspects of inequality, namely social inequality, political inequality and knowledge inequality, which have induced constant inequality economic and resource consumption. ย The natural conservation zoning deprive sea gypsies out of the arable land and resources. Moreover their Ancestors area are deprived by capital accumulating of the incoming investors. The sea gypsies who didnโ€™t have negotiating skills and bargaining power are pushed to become a loser of the competitive word of liberalism marketing society. Since the sea gypsies likelihood of food-gathering society does not exist on competitions mechanism, the ownership possession and the asset accumulation are not their way of life. Thus, the capitalism is not their determining rules. At the same time, globalization movement has also increased the economic inequality. As a result, these disadvantages have driven the sea gypsies to unavoidably surrender to capitalism. Thus, the key message to protect sea gypsies is โ€œthe means to inhibit violenceโ€, which may be caused by the confl ict. The confl ict should be controlled it escalates to violence. Such structural confl icts must be averted by adjusting the structural equality such as establishing culture permitted area. This special area might be allocated as a resource for sea gypsies according to their way of life. The resource allocation equality exists on permitted area of sub-culture rule who want to live without exploitation, and who want to coexist with the modernizations and the informationย technology of the globalization.
